In accordance with Article 10 of the Loodsenwet (the Dutch Pilotage Act), all Dutch registered pilots working in the Scheldemonden region are members of the professional association called Regionale Loodsencorporatie Scheldemonden (hereinafter referred to as RLc Scheldemonden) and work closely with their colleagues from the Flemish Pilotage Service, DAB Loodswezen. Both organisations are jointly responsible for the piloting of ships to and from the Flemish ports on the river Scheldt. Distribution of pilotage operations has been laid down in the Scheldt Regulations and is as follows: 72.5% are for Flemish pilots and 27.5% for Dutch pilots.
In addition, only Dutch registered pilots are responsible for the piloting of seagoing ships to and from the Dutch ports, such as the ports along the Dutch part of the Ghent-Terneuzen Canal, and the Vlissingen-Oost ports.
Code of Good Governance
In its meeting of 14 February 2018, the members of RLc Scheldemonden approved the adoption of the Regional Loodsencorporatie Scheldemonden Code of Good Governance. The Model Code of Good Governance for Public Service Providers 2015 of the Handvestgroep Publiek Verantwoorden (HPV), the Dutch Public Accountability Charter Group, was central to its preparation. The accompanying 'Action Programme 2018' is currently being implemented. For some action programme items, such as items 2.1, 6.3 and 7, a slightly a longer time schedule is deemed necessary due to the implementation of the 'Common Framework of Standards for Financial Management, Accountability and Internal Supervision' of the Ministry of Finance and the Ministry of Infrastructure and Water Management and the amount of work this creates for Nederlands Loodswezen (of which RLc Scheldemonden forms part). There is a partial overlap between the Code of Good Governance and the Framework of Standards mentioned above and by slowing down implementation we try to avoid duplication of work.
The 2019-2022 Policy Plan of the Board of the RLc
An update of the Policy Plan is adopted on the 17th of May by the RLc Board, after consultation to the RLc General Meeting in April 2021.
The purpose of this Policy Plan is to serve as a guideline for the policy to be carried out in the said period. On the basis of the Policy Plan, the Board of the RLc will, if necessary, come up with separate detailed proposals for the RLc General Meeting. In the implementation of the policy, this Plan will also serve as a guideline for the RLc's day-to-day management.

Audit Committee of the Scheldemonden RLc
The audit committee of the Scheldemonden RLc has been elected by and from the members of the Scheldemonden RLc. The committee carries out an annual examination of the income and expenditure of the Scheldemonden RLc. The activities are carried out separately from and in addition to the regular annual audit.
